Distributed Tracking and Data fusion

L3 ASA provided the software system infrastructure for the UK/US Distributed Tracking Experiment (DTE) programme. The purpose of this was to conduct a data fusion experiment using the large ballistic missile early warning (BMEWS/PAVE PAWS) radars. An L3 ASA developed external radar receiver processing system, external communications controller and TOTS tracking and data fusion system was deployed for the BMEWS radar at RAF Fylingdales and the PAVE PAWS radar at Cape Cod. A separate command and control node was deployed at the Joint National Test Facility (JNTF), now the Missile Defense Integration and Operations Center (MDIOC), near Colorado Springs to enable fusion of the information from the two sites.

Information Fusion – Classification

L3 ASA has carried out a number of tracking and data fusion experiments, using TOTS, to examine target classification consistency between different radars tracking the same object. These experiments involved using trajectories with either overlapping radar coverage (allowing data fusion) or disjoint radar coverage and non-contiguous track segments.


In 1995, L3 ASA installed a TOTS-based data fusion tracker to provide pointing and steering inputs to the large optical telescope in the High Energy Laser System Test Facility (HELSTF) at the White Sands Missile Range (WSMR). The system-fused measurements from all the WSMR range instrumentation radars and optical sensors to provide a high-accuracy track for pointing the narrow (~4μRadian) field-of-view telescope onto the target so that its built-in optical tracker could acquire the target. When meteorological conditions might compromise the telescope’s optical tracking, the TOTS track can also be used for ongoing steering of the telescope throughout the target flight.
